Leto is arrogant, possessive, secretive, loyal to a fault, and prone to getting in fights. He's tried to tamp down on most of this since he picked up his vigilante ways, and all it means is he's subdued in his "real" life and a terror on the streets. He was born in Kingsport, he loves Kingsport, and he treats the city like it belongs to him; he doesn't take very kindly to people trying to hurt it, or anyone in it, although he tries to avoid killing.

He's also kind of a dick about the way his face looks and doesn't mind making people uncomfortable with it. He has little to no patience for people who are uncomfortable with it, actually--he's the one who has to live with it, after all.

you were born in a thunderstorm. your mother was a mutant, and raised you with the knowledge that you had the blood of greatness flowing in your veins. everything was possible. the strength to protect your people, your family, your world, was at your fingertips. the only price was that you could never speak of it to those who didn't know. she seared this promise to the bone every time she kissed you on the forehead, every time she told you the story of why she came to america, leaving all she had loved behind her in fire and blood. you were her middle child, but the most beloved. you listened, and you learned.

and then you fell in love with a boy. he had eyes you didn't have words for and he was everything you couldn't be: fragile, human, mortal, mundane. you kept your life from him as best you could. you kept half of your heart from him, but you gave him all that was left, and then you gave him more: you gave the skin off your back, tattooed his name across your heart. but what did it matter? you were happy. you were happy.

tl;dr leto was born and raised in kingsport, the scion of a family of mutants. he's married to one of the city's high-powered corporate lawyers and does vigilante work after he closes up his jewelry shop.

Leto is an energy mutant who channels the primal force of chaos. He is not a magic user. He can manipulate probability and paradox, induce states of chaos in the environment and other people (causing storms, or starting a riot), destabilize and disintegrate machines and other objects, and while he cannot negate someone's powers, he can interfere with their control of it and how their attempts to use it manifest.

His abilities, while powerful, are too much for a human body to handle, even a mutated one. He is slowly dying from the effects of channeling chaos through a mortal, flesh-and-bone body, regardless of whether he uses his mutation or not, so he figures he might as well use it to do some good before he goes. This manifests so far in a loss of sight in one eye and the burn scars across his face. Further degradation is expected to occur. And like any good energy mutant, using his powers is taxing: after a night out doing vigilante work he can eat five meals and sleep for 18 hours.
