She was nervous.
After all, it wasn't everyday that one met someone of great importance. This someone was, so she had heard, Elisabet Lazarev, the queen of a nation--- and not just any nation, although she would have already been nervous with any president or prime minister, for their responsibilities were great. She was the leader of the nation of Stalmira, which she had heard housed mutants and metahumans of all sorts, protecting them from the prejudice of the world. That had worsened Julia's nervousness just a slighter bit.
...erp, she was coming, her hearing told her. She had exited the building and would soon be making her way through the grounds.
Her feelings were not obvious on her face, but that did not stop her heart from beating as the queen approached. She was just outside the Initiative Compound, and any moment now the woman would be coming out of their headquarters' gates from their meeting to continue her tour (and perhaps appraisal) of Kingsport. Then, it would be her duty to protect her from any possible dangers... although she had heard Her Majesty was more than capable of doing so, herself, it was supposed to be a symbol of hospitality... after all, the Initiative should prove able of protecting such important people, even if said people were strong.
"Good morning, Your Majesty." she said as soon as the queen had exited the gates, on her way to her car. "My name is Justitia, and I've been assigned as your bodyguard by the Initiative."
She hoped her nervousness did not seep into her voice.

Elisa could feel the faint heat of the sun on her skin, and could hear the bustle of city life beyond. It was calming in the same way as a flowing river or a crashing waterfall. It was a natural sound, oddly enough. And Elisa quite enjoyed listening to it. There was one noise, however, that piqued her interest, and it was quite nearby. Well, it was more a combination of noises. A quick heartbeat, somewhat shallow breaths, uncomfortable rustling of the feet. All indicators that whoever it was was quite nervous.[break][break]
Elisa turned the corner and sensed the person take a step towards her. Ah, it was her assigned 'guard' for the day. Elisa smiled, now seeing why the woman was nervous. She shook her head. "Thank you, Justitia, but I doubt I'll be needing your help much today. But, you are absolutely free to tag along." The woman's accent was somewhat thick, Russian, but her English was so well polished that it was easy to understand everything she said. She took another step towards Justitia, placing a calm and gentle hand on the hero's shoulder. "I can tell you're nervous, but don't feel too pressured around me. I'm just another person, after all." Elisa smiled, knowing that Julia wouldn't be able to see it, but it was still a natural reflex of hers.[break][break]
Hand still on Julia's shoulder, Elisa began walking. "Consider yourself my comrade for today. I want you to tell me everything about this city, its people, the heroes that protect it, the problems it faces. I want to learn all that I can." Elisa led Julia to her armored car. It was quite similar to an SUV, but it was clearly the sort of vehicle that could withstand extreme attacks. Elisa actually opened the door for Julia, gesturing for her. ...the response that she got was... strange. Unprecedented, even, although perhaps she did not have enough experience with foreign dignitaries to have a good idea what was to be expected.
First, she dismissed her. She had already thought that it was a possible case, a worst case, even. If the queen could not beat any possible threats against her, she might have her own people to protect her. She prepared to plead, and then if it did not work out she would excuse herself and report back to her superiors, even as she fought the sinking feeling in her stomach... and then she said she could come with her.
...she may be unable to see her smile, but she knew her face moved to make the expression. She felt her as she touched her shoulder. She was... she was remarkably unsure of what to say. On one hand, she could come with her, and perhaps she could exercise her duty that way. On the other, she was... not necessarily needed, so would it be all right for her to come if she was not so? "Ah. Your Majesty... are you sure it would be all right for me to do so?" she ended up asking.
"If... if you wish so, Your Majesty." She hoped the faintness of her first syllable hid her stammering. "Although... I myself am rather new here, in the city of Kingsport, so I... may not be an adequate source of knowledge." she informed her.
Ah, and she ended up opening the car's door for her. This was way outside protocol. On one hand, the queen must be honored--- but on the other, wouldn't it be a dishonor as well to decline the queen's request without good reason? Tentatively, slowly, she entered the car, shifting from nervous to... just plain confused.
"...how did you know I was nervous, Your Majesty?" Most people did not pick up on her feelings very easily. "Where should I start with what I should tell you?"

The queen sat beside Justitia calmly, and closed the door. She put on her seatbelt. She then nodded to the driver, who began to drive along a pre-determined circuit. They would likely be stopping at landmarks. Elisabet did not look to Julia, as it would be pointless- they were both blind. "We both suffer from the same affliction- blindness. I am assuming, however, by your confidence in your movement and your status as an A rank superhero, that your blindness does not bar you from perceiving the world around you with shocking clarity- perhaps you see the world better than even those with true sight can. I am the same. I can tell when you are smiling, when you are frowning. When your heart begins to beat faster or slower. I could tell you how much you weighed, with an error margin of only point-zero-one ounces." Elisa explained all of this very calmly, then patted her knee gently, as an awkward silence suddenly fell.
"I wish to know more about you, and the nature of your abilities. Your origin, if you are willing to share. In return, I would be willing to share my own parameters. After that, I would like to know more about the Initiative. I have skimmed briefing files but I do not have the whole picture yet."

She listened closely as the queen began to answer her questions.
She had heard that Her Majesty was... well, unable to see, like her; and she knew that the woman had some way of protecting herself. Still, she did not know that the queen... perceived the world in the same way that she did, or something approaching it, and she did not seem to be lying from the beat of her heart.
"Truly, Your Highness?" she said in awe. It was... the first time she had encountered someone with the same... perspective. "So, perchance, you can tell how each part of this car quivers, how the wind blows through the buildings outside, making indentations upon the people and the signs?" she said, perhaps a little too excitedly. Suddenly, although she kept her outer demeanor, Julia was a child comparing notes.
"My... origin?" she repeated. The queen was not merely interested in Kingsport, but in her as well? Well, perhaps not exactly herself, but her office, but still... "My abilities... are something that has been passed on for generations, given by the gods of old." she began.
"In exchange for the sight and the steadfastness of she who is called Justitia, her remaining senses are enhanced, similar to yours. Furthermore, she is able to summon two particular weapons. The Scales of Maat--- which bring blessings of strength, speed, and protection, commensurate to the threat that she faces. The second is the Sword of Nemesis... a blade that can cut and kill anything... although its full power can only be used against someone who is truly unjust."
Guilelessly she gave what she could do, to the foreign dignitary. She would speak about the Initiative after the other woman spoke.
