if you’re looking for the poster child of the initiative’s commitment, conscience and hard work in kingsport, you have no further to look than sigma. jacob ‘jake’ sangster is former united states military, current upper-tier initiative hero, and something of a public darling for his well-publicised love and concern for the people of the city.
FRIENDS: he’s a big sweetheart, basically - always ready with a kind word, considerate of others, and he’s particularly even-handed in the way he treats people. his work for the initiative takes up a lot of his time so his friends are probably primarily drawn from its ranks, but that’s not to say he doesn’t know other people! those involved with the hero business or with public service have probably had at least a few chances to meet him. he is, however, one of those people who takes professionalism very seriously, so there are genuinely times he completely blanks people in favour of doing his job.
ENEMIES: he’s generally pretty easygoing, but jake doesn’t like anyone who comes off as a hardcore zealot, no matter which side they’re on. he just wants to stay out of ideological arguments, and when people try to drag him into them on one or the other side he’s none too pleased. jake is also a man who’s fairly easily bored and with a limited reserve of patience for being bothered, so anyone hounding him for some or the other reason is going to experience his brand of silent judgemental distaste also.
ROMANCE: publicly, jake doesn’t date. it’d be unfair, after all, to subject someone to that kind of scrutiny just because they’re going out with him. privately, however, he’s just like anyone else - it’s nice to have partners, the physical pleasure part is a bonus, and he’s equal-opportunity as far as sex and gender go. he doesn’t, however, do exclusivity very well, and his devotion to his work and hectic all-hours schedule make proper relationships rather hard. that, and he might kind of be vehemently denying to himself that he's been dumb enough to get attached already.

So here I am, with a real plot. Sigma is ex-military. Aegis is...he might actually still be military, technically. He definitely has to be one of the longest serving prisoners of war from anywhere, ever. He should get to work on collecting that backpay one day.
Anyway I ramble. We've like semi-established IC that Fidelia, at least, is p famous. I'm not sure how well the general public would have known her squad, but I imagine Sigma would have definitely know who they are because military, correct me if I'm wrong. Aegis sometimes does missions without his mask, mostly with, but I kind of like the idea of Sigma fighting him (they seem like they'd be a good, even match) and recognizing him and then doing whatever he would with that information.

aegis that works, definitely! im gonna have to go hit up elissa's plotter def but military academies actually do cover history of the forces, especially for officer candidates, so it's completely legit as a thing that jake would connect the vague familiar feeling of 'i'm sure i've seen that face before' with ezra mazur. his memory is like a rusty steel trap, it'd come to him eventually. and it's not exactly like that former identity would change anything, given the dude is so intensely locked into his conditioning, but it'd certainly be cause for a few late nights of study on capabilities, tactics, maybe a start at mapping sightings. information is the key to victory and all that
honestly tho i love the idea of them going one-on-one itd be fuckin rad
VALKYRIE sigma will absolutely be ur friend. I ACTUALLY THINK THAT HE WOULD LOOK OUT FOR HER? she has the whole brittle insecurity thing going on, and he is legit just like. child come here let me give you a hug let me take you to lunch. basically kind uncle sigma is here

valkyrie + sigma: she would want to resent that i think but she would honestly not be able to in practice because she'd be so glad that there is a Real Functioning Adult. i know you said sigma works alone most of the time but he does occasionally do teamups yeah? i think she would be really glad to serve under him on missions, and she'll never say no to lunch.
aegis + sigma: i'm glad that works! i kind of want them to be friends if that's possible once aegis stops being so aegis but that would be far in the future rip. most of aegis' plots are, just by his nature. in the meantime though i mostly want someone to like know that aegis had a name and a history and a life once, and also i think a fight would be cool, so i'm glad you think so too.

thalia - TRU THO like. responsible adults do not seem widespread @ the initiative and sigma is probably like. sighing and massaging his temples right there alongside her @ points. the lack of discipline probably horrifies him tbh. taking her out is probably a merciful respite 4 both of them. a nice restaurant literally as far from the compound as it is possible 2 be and remain in kingsport
aegis - I'D LIKE THAT TOO but yeah gotta wait 4 his arc to reach that place. gl aegis u deserve to be happy but YEAH. like i said, he'd kind of... keep it to himself, mostly? he's aware that knowledge of the past identity isn't exactly useful regarding anyone without living relatives and so on, and i mean. who doesn't like to keep little things 2 themselves tbh SO THREAD SOMETIME MAYBE?? i need to close a couple bc jesus i overextended, but im kinda hype 4 both of these so does that sound okay

I'd imagine that the first time the two meet would be a little bit of animosity amongst some respect. Azrael likes people in general having good principles, and Jake is essentially the poster child for a person who lives his ideals. Unfortunately, Azrael's been convicted wrongly of becoming a criminal thanks to some organization, and is on the run from the law as well as his own personal enemies, so he's taken a few lives, but for the most part he's spared the lives of the innocent police / heroes / vigilantes attempting to apprehend or take him down.
We could set up a thread where Azrael intentionally creates a false hostage situation so that he could bring someone who emphasises the ideals of the Initiative (read: Jake) so he could explain his position to him. Potentially leading to some fisticuffs? But it won't be anything too serious, since I don't think either of them want to kill each other. Rather he just wants to explain his situation to someone before escaping without actually hurting anyone, and hope that they take steps to prevent the Initiative from instigating further pressure onto him.
Then at one other point, we could do a gazette where they meet up, team together to take down a serious crisis, then afterwards form a bond of friendship. Azrael'd have at least a few friends in the initiative and uhh... well I guess Sigma gets a new drinking buddy? Haha.

jake is finding these days that he's more comfortable with taking his own advice on who and what is the enemy: what the initiative says, what the law says even, is hitting the mark less and less for him. so 100% he'd be willing to give azrael a chance and go in ready to listen rather than swinging. granted, it'd probably outwardly be a little like talking to a very angry brick wall, but if azrael was solely there to talk and then escape he wouldn't resort to violence or even give chase.
i love the gazette idea too - possibly azrael showing up to help unbidden, or even sigma sent to combat both and just kind of ignoring the 'apprehend the vigilante' part. i sort of love the idea of that becoming a civilian friendship between them too, so essentially this is just me going 'i love this all the ideas are great'

lesse. well, i've considered the idea of a few scant encounters in the past. mostly all business, of course, seeing as hiro has played the part of prosecutor and was interested in questioning both hero and villain when it came to any cases that he was directed to handle. he typically boasts civilian attire, and doesn't appear to be anything particularly extraordinary - so he isn't memorable when compared to most. he is mature-minded and is highly dedicated to law and order. he'd openly admire sigma for how steadfast he appears to be, and even praise him for his ability to remain golden with the public's eye. since his potential would allow him to comfortably settle within the role of do-gooder, i'd like for hiro - dear heavens, his name - to become interested in the idea of being absorbed into the initiative. his mother discouraged him from pursuing the career as a child, deeming it terribly impractical and far too much of a risk. of course, this is not a necessary plot device at all. you see, i'd like for them to become friends due to their similarities - such as their age, their dedication to their respective careers, and even them frequenting similar bars - and the pair indulging in conversations about this and that. hell, even a bit of friendly sparring sounds like fun. but, yes, that's all i've to offer! if you have any ideas please tell me whatcha think. sigma
